That is where the nail is formed and once it grows out from there is is dead. No they are just dead cells but the interesting fact is that they seem to grow after death too. Just joking!!!!!!!!!!!!!!!
We feel them growing 'cause the flesh in fingers and head shrink and they seem to grow for a few days until they start to decompose.
